India Suspends Indus Waters Treaty, Shuts Attari Border In Strong Response To Pakistan
New Delhi, April 24, 2025 — In a decisive response to the April 22 terrorist attack in Pahalgam, Jammu and Kashmir, which claimed the lives of 26 tourists, India has suspended the Indus Waters Treaty and shut the Wagah-Attari border crossing with Pakistan. The Cabinet Committee on Security (CCS), led by Prime Minister Narendra Modi, announced these measures following an emergency meeting.

India’s Firm Measures
Foreign Secretary Vikram Misri detailed the government’s actions:
“Recognising the seriousness of this terrorist attack, the Cabinet Committee on Security decided upon the following measures. The Indus Waters Treaty of 1960 will be held in abeyance with immediate effect until Pakistan credibly and irrevocably abjures its support for cross-border terrorism”
The Indus Waters Treaty, signed in 1960, allocates the eastern rivers (Ravi, Beas, and Sutlej) to India and the western rivers (Indus, Jhelum, and Chenab) to Pakistan. Its suspension could significantly impact Pakistan’s agriculture and economy.
Additionally, India has:
- Expelled Pakistani diplomats and military advisors.
- Ordered all Pakistani nationals with SAARC visas to leave within 48 hours
- Closed the Wagah-Attari border crossing, the only road link between the two countries.
These actions underscore India’s stance against cross-border terrorism and its commitment to national security.
Pakistan’s Response
Pakistan has denied involvement in the Pahalgam attack and has taken reciprocal measures:
- Closed its airspace to Indian airlines.
- Cancelled visas for Indian nationals.
- Suspended all trade interactions with India.
Pakistan’s National Security Committee emphasized that any threat to its sovereignty or attempts to divert shared water resources would be viewed as acts of war, signaling potential for escalation in regional tensions.
Historical Context and Treaty Review
India had raised concerns over the Indus Waters Treaty earlier. It pointed to rising population, environmental issues, and the need for clean energy. On August 30, 2024, India sent a formal notice to Pakistan. It sought a review and modification of the treaty under Article XII(3). India said “fundamental and unforeseen” changes made a reassessment necessary.
The recent suspension of the treaty marks a significant shift in India’s approach, reflecting its growing frustration with what it perceives as Pakistan’s support for cross-border terrorism.
