Introduction

Within one month of increased tension and frequent negative psychological events, a tragedy of a Booth Level Officer (BLO) in West Bengal highlighted the presence of considerable psychosocial stress associated with Special Intensive Revision (SIR) conducted on electoral rolls by the Election Commission. The incident has prompted active academic debate over workload loads, psychological effects, and technical challenges facing the BLOs, who are working most as school teachers, across the country.  

The Murshidabad Incident:

A Death Case that can be credited to occupational stress. Zakir Hossain, a professionally trained teacher, who was the BLO in Booth No. 14 in the Jhill Gramme Panchayat, Khargram subdivision of Murshidabad district, was killed in the process of uploading SIR forms.

Circumstances of Death: Hossain is reported to have suddenly developed an illness when he was staying at his domicile on the evening of Wednesday, when he was trying to digitally file SIR forms. He was then taken to Rampurhat Hospital where he died on his way. The incident had caused instant misery in the immediate community.  

Family Allegations: According to the relatives of the respondent, Hossain had been experiencing many years of psychological stress and anxiety which could be explained by the stressful unbearable burden of SIR-related responsibilities. The son of the respondent stated that the online filing of the forms was hampered and that is why my father experienced a lot of mental stress thus adding to his poor health condition.  

Another BLO Hospitalised in South 24 Parganas: After the one that had taken place in Murshidabad a report appeared regarding another BLO, Basudeb Pramanik, who had developed severe health problems in Magrahat, South 24 Parganas.

Pramaniks Condition: It was alleged that Pramanik, a Booth Level Officer (BLO) of Booth No. 211 in the Magrahat West Assembly constituency had suffered extreme anxiety, chest pain, and dyspnea when uploading a digital signature, despite the physical documentation that had already been done. He is currently under medical treatment in Diamond Harbour Medical College Hospital.

Wife Statement: The wife indicated that, my husband experienced a lot of psychological anxiety within a period of one month as he was performing door to door duties concerning the SIR (State Inspection Report) assignment. He became sick because he was convinced that he could fail to finish the task within the stipulated period.

Critical Analysis: The Burden on BLOs

These have elicited intense reactions among both the administrative and political circles of West Bengal; thus clarifying the complex nature of dynamics of the wide-ranging verification agenda of the Election Commission of India.

What is SIR?

The Special Intensive Revision (SIR) is a nation-wide, mass-scale exercise by the Election Commission of India (ECI) to purify and make the electoral roll modern including all qualified citizens and elimination of the unqualified. Under this process, Ballot List Officers (BLOs) have to walk through all the homes and collect enumeration forms, documents of data verification, within a stipulated deadline which in the case of West Bengal and various other states is December 4, 2025.

The Challenges Faced by BLOs

The presence of a series of systemic factors that contribute to the high pressure BLOs are exposed to is indicated by media reports which are backed by the level of coverage. These involve too many responsibilities, deadlines to meet; the BLOs, most of whom have school teachers as their main and primary duties, are forced to meet the deadlines of the ECI, which are demanding and time-constrained, which increases their working hours and makes them pay a huge price themselves. The pressure increases with the approaching deadline of December 4.

Digital Hurdles: The process depends on a special BLO application which is used to upload digital forms, but the app has been beset by frequent server crashes and bugs in the software, leading to field officers having to stay late during moments of high bandwidth. The technical challenge is further increased by the added cost of authenticating digital signatures and determining accurate data interconnection.

Mental Health and Anxiety: The fear of making an error, possible sanctions due to not filling out the submission, and repeated technical issues cause an extreme stress level, which is reflected through an experience of extreme tension and nightmares in the staff, as reported in the first report.

Absence of Sufficient Support: Despite the suggestions put forward to increase the small honorarium given to BLOs, which is currently between ₹500 and ₹1,000 monthly in different locations, the current situation of providing administrative and technical support does not seem to be enough to maintain operation of the operations. 

Political Reactions and Demands for Investigation

The tragic events have triggered political controversy:

Trinamool Congress (TMC) Allegations: The Trinamool Congress (TMC) accuses local TMC officials of the recent rise of illnesses and deaths to unreasonable and excessive workloads being imposed by the Election Commission of India in an unrealistic timeframe.

Bharatiya Janata Party (BJP) Demands: The Bharatiya Janata Party (BJP) has requested an inquiry into whether other causes can have been the reason behind the health decay and death of the Basic Level Officers (BLOs) and as such, suggesting the occurrence of political influences or any other forms of explanatory variables.

All these incidents point to the dire need to consider the humanitarian consequences of such large-scale administrative activities, and to ensure that those who play the critical democratic roles are adequately provided with resources, technical assistance, and focus on their mental health.
