Modi Meets China’s Cai Qi: A Quiet Step Towards Stronger Ties

While the public spotlight focused on Prime Minister Narendra Modi’s handshake with President Xi Jinping at the SCO summit, his behind-the-scenes meeting with Cai Qi may carry more weight for India–China relations.

Cai Qi is one of the most powerful figures in the Chinese Communist Party. He heads the Party’s General Office, often described as Beijing’s control center. His office makes sure that Xi Jinping’s policies are carried out across ministries and provinces. Unlike symbolic meetings, a discussion with Cai can directly shape how policies turn into action.

During their meeting, Modi expressed his vision for improving ties between the two nations. Cai responded by promising to strengthen diplomatic and cultural exchanges, based on the agreements already made between Modi and Xi. This shows that China may soon put these commitments into practice through its official channels.

The importance of this meeting was also reflected in China hosting Modi at a special banquet, a gesture that underlined the seriousness Beijing attached to this outreach. Such gestures often go beyond protocol and highlight genuine intent to improve relations.

Another striking detail was the change in language used by both sides. India and China now describe themselves as “development partners, not rivals.” They also stressed that their relationship should not be judged through the influence of “a third country.” This shift suggests a fresh attempt to place their partnership above global power competition.

Experts note that while high-profile images like the Modi–Xi handshake matter, real breakthroughs usually happen in quieter settings. Meetings with trusted officials like Cai Qi carry weight because they can set the stage for long-term cooperation. Modi’s conversation with Cai may therefore mark the beginning of a deeper and more practical reset in India–China ties.
