India US Trade Deal Nears Deadline Amid Tariff Threat.
New Delhi | May 21, 2025
India and the United States are finalizing a crucial interim trade agreement ahead of a July 8 deadline. This deal aims to prevent a looming 26% retaliatory tariff on Indian exports. It follows Union Commerce Minister Piyush Goyalโs strategic visit to Washington earlier this month.

India US Trade Talks Follow Phase-wise Negotiation Plan
Both countries are negotiating the agreement in three stages. The current focus remains on the first tranche. This phase includes goods, digital services, and resolving non-tariff barriers. Officials from India and the US aim to reach consensus well before the pause in tariff exemptions ends.
Urgency Sparks Progress
Minister Goyal met top US officials, including Trade Representative Jamieson Greer and Commerce Secretary Howard Lutnick. After the talks, he described the discussions as “forward-moving” and “decisive.” He also stressed Indiaโs commitment to completing the deal swiftly.
India US Trade Threat Spurs Action
India seeks relief from the 26% retaliatory tariff and an additional 10% baseline duty. These tariffs were proposed under former US President Donald Trumpโs “reciprocal trade” policy. Without the deal, Indian goods could face these penalties starting mid-July.
Textile and Leather Focus
India is pushing for tariff concessions on labor-intensive sectors like textiles and leather. These industries support millions of jobs across the country. However, slashing duties below the MFN (Most Favoured Nation) level would need US Congressional approval. That legal hurdle makes negotiations more complex.
Digital and Service Sectors Included
Besides physical goods, the agreement covers digital trade and service-based exports. Indian IT and fintech firms stand to benefit significantly. Moreover, addressing service trade barriers remains a key demand from the Indian side.
Comparison to UK Deal
US officials indicate that Indiaโs agreement may mirror the recent US-UK pact. That deal retained the 10% tariff while removing the harsher 26% duty. India hopes to improve on that template, but insiders admit it might face a similar outcome.
Three-Stage Strategy Explained
The phased approach helps both governments tackle sensitive trade matters gradually. The second and third stages will likely address deeper regulatory alignment and long-term tariff reductions. For now, the interim deal is seen as a critical first step.
Political Momentum Builds
Both governments understand the strategic value of timely agreement. With elections nearing in both countries, strong trade relations send a positive message. Additionally, the agreement fits into Indiaโs broader strategy to deepen economic ties with Western allies.
