Surge In Crimes Against Women Prompts Political Outrage

Increasingly disturbing trends in Odisha sparked outrage from opposition leaders on July 24, 2025, when a coalition of eight parties—including Congress and Left groups—submitted a memorandum to Governor Hari Babu Kambhampati. They highlighted that over 18,000 crimes against women occurred in just eight months, yet only 217 cases were resolved. These figures emerged from the state government’s white paper.

Alarming Data and High-Profile Incidents

Official data shows Odisha recorded 3,054 rape cases in 2024—a rise of 8 percent over the previous year. Government Response and Political Dispute

The BJP-led state government called the opposition’s approach political theatre and defended its law and order record. Officials pointed to a slight decline in reported crimes—from nearly 29,539 between June 2023 and April 2024, to 28,800 in the same period a year later. They noted that ten suspects in the Gopalpur beach gang rape were arrested quickly. Yet activists say these actions are reactive and too limited in scale.

At the same time, civil society activists alleged that ₹137 crore allocated under the Safe City Project failed to deliver. CCTV cameras and women help desks lack visibility or accessibility in high-risk zones. Survivors often find themselves redirected to distant police stations rather than receiving local support.

What Must Done

Reform must go deeper than arrests. The state must revive the Women’s Commission and engage civil society in oversight. Police forces need sensitivity training and proactive outreach, especially in rural communities. Awareness campaigns and public transport safety checks are vital. Most importantly, missing women cases must no longer be side-lined as disappearances—they must receive transparent investigations and resolution.

Odisha stands at a crossroads—statistics show incremental declines, but ground realities tell a different story. Fear still grips many women, especially in border districts and isolated towns. Until safety becomes real across every campus, field, and street, official data means little. The state owes its citizens more than promises.
