MGNREGA Resumption Delay Sparks Rural Unrest in Bengal.
Kolkata โ August 04, 2025
The MGNREGA resumption delay has intensified rural hardship across West Bengal. Despite a clear Calcutta High Court order, neither the Centre nor the state government has taken action to resume work. This deadlock risks legal escalation and pushes millions deeper into poverty.

Centre Ignores MGNREGA Resumption Delay Directive
On June 18, 2025, the Calcutta High Court directed the Centre to resume MGNREGA operations in Bengal by August 1. The court emphasized that past irregularities cannot justify pausing future employment. It ruled that Bengal must receive work orders while investigations continue separately.
However, the central government has stalled implementation. Union Rural Development Minister Shivraj Singh Chouhan said the Centre might appeal. Meanwhile, state officials confirm they submitted the labour budget. But New Delhi has not granted approval or portal access.
State Pushes Back While Crisis Worsens
Although Bengalโs government cleared wages using state funds, no fresh work orders have arrived. The Centreโs refusal to unlock the national MGNREGA portal has left thousands without income. Officials say they cannot move forward without the labour budget’s nod.
Chief Minister Mamata Banerjee has urged quick central cooperation. She warned that delays hurt genuine workers, especially during monsoon. Her administration spent over โน2,700 crore to clear pending duesโyet over four lakh rural households still await payments.
MGNREGA Resumption Delay Hits Vulnerable Villagers First
The MGNREGA resumption delay has halted essential rural employment. Workers in districts like Purulia, Birbhum, and North Dinajpur face food insecurity. Many report migrating to cities under duress. Without this scheme, women and old people villagers suffer the most.
According to local reports, field workers who depend on 100 daysโ work are now surviving on borrowed money. Civic groups have recorded several cases where unpaid wages pushed villagers into debt traps. Such trends directly contradict the schemeโs founding goals.
Political Fight Fuels MGNREGA Resumption Delay
While both governments blame each other, political tensions escalate. Trinamool MPs have signaled contempt proceedings in Parliament. Opposition parties call the Centreโs silence deliberate and unjust. They point to data revealing fewer fraud cases in Bengal than in BJP-ruled states.
A 2024โ25 audit found just two fake job cards in West Bengal. Yet, states like Uttar Pradesh reported thousands. Despite this, Bengal alone faces a freeze. Legal experts argue this suggests political discrimination under a welfare law that should remain apolitical.
Rural Voices Demand Immediate Relief
Field protests continue across rural Bengal. Labour unions threaten statewide agitations. Workers demand immediate MGNREGA restoration with central backing. They also want old dues cleared with interest.
Civil society organizations have urged the court to enforce its order. They highlight how delaying public entitlements breaches constitutional rights. Without prompt resumption, rural stability will face greater shocks in coming weeks.
The MGNREGA resumption delay has become a test of administrative accountability and political neutrality. Millions rely on this law for survival. The court has ruled clearlyโyet action remains stalled. Only swift coordination can prevent a deeper rural crisis.
