Classroom Scam Allegations: Delhi ACB Files FIR Against Sisodia and Jain
In a major anti-corruption development, the Delhi Anti-Corruption Branch (ACB) has filed an FIR against former ministers Manish Sisodia and Satyendar Jain. The case concerns financial irregularities in the construction of over 12,000 classrooms in Delhi government schools. Allegations suggest cost inflation, mismanagement, and procedural lapses.

Classroom Scam Allegations Trigger Political Storm
On April 28, 2025, Delhi’s ACB launched a formal investigation against the two Aam Aadmi Party leaders. The ₹2,000 crore classroom scam came to light after BJP MP Manoj Tiwari flagged alleged cost escalations in 2019. He claimed that each classroom cost up to ₹28 lakh—far above standard estimates. Moreover, a report by the Chief Technical Examiner of the Central Vigilance Commission (CVC) cited glaring irregularities. Despite being submitted years ago, the report had remained unacted upon until now. Its findings became the foundation for the FIR.
Details of the Classroom Scam Allegations
The FIR outlines multiple issues:
1. The average cost per classroom exceeded ₹24 lakh.
2.Officials awarded contracts to 34 private firms, some allegedly linked to AAP supporters.
3. Appointments for architects and consultants bypassed formal procedures.
4. Delays plagued most construction projects, affecting educational infrastructure.
Additionally, the government highlighted how repeated procedural violations disrupted timelines and inflated budgets. These lapses have raised serious accountability concerns.
Political Reactions and Public Response
The President of India approved the investigation under the Prevention of Corruption Act’s Section 17A. This section mandates central sanction to probe public servants for corruption. Following this, the ACB proceeded with official registration.Manish Sisodia responded by saying, “File as many cases as you want. We built classrooms for children, not for profits.” The Aam Aadmi Party dismissed the charges, calling them a targeted political attack.Still, many citizens are demanding transparency and action if misconduct is proven. Some Delhi residents expressed concern over misuse of public funds meant for children’s education.
Push for Transparent Public Spending
The classroom scam allegations have reignited calls for greater financial transparency. Public spending on infrastructure, especially in education, must meet strict standards. Watchdog bodies and digital audits are now essential tools in upholding clean governance. The FIR sends a clear message that authorities will act against mismanagement, even at the highest levels.
