Telangana has made history by becoming the first Indian state to implement a Scheduled Caste (SC) sub-categorisation policy. The law came into effect on Dr. B.R. Ambedkarโ€™s birth anniversary, marking a major step toward inclusive justice and equal access.

Why Telangana SC Sub- categorisation Matters

This new system divides the 15% SC quota into three sub-groups. Each category is based on how disadvantaged the communities are. As a result, the most backward groups receive fairer access to education and employment opportunities.

Breakdown of Telangana SC Sub-Categorisation Groups

The policy creates three reservation segments:

  • Group I: 15 castes โ€” 1% reservation
  • Group II: 18 castes โ€” 9% reservation
  • Group III: 26 castes โ€” 5% reservation

These divisions follow deep research on social and economic disadvantages.

Supreme Court Clears Way for Telangana SC Sub-Categorisation

A Supreme Court judgment in 2024 allowed state-level sub-divisions within the SC quota. Telangana acted promptly, passing the Scheduled Castes (Rationalisation of Reservation) Act, 2025. The Governor approved it on April 8, and it took effect six days later.

Telanganaโ€™s Bold Move Gains National Attention

Chief Minister Revanth Reddy praised the reform, calling it โ€œrevolutionary.โ€ He stated that Ambedkarโ€™s vision can only be fulfilled when those left behind receive targeted support. Minister Uttam Kumar Reddy also confirmed the policy will update after the 2026 Census, depending on new population data.

Public Support and Reactions

The Madiga Reservation Porata Samiti (MRPS), which had long demanded internal SC quotas, welcomed the move. Its leader, Manda Krishna Madiga, said this decision corrects decades of imbalance.

How the New Format Will Work in Jobs and Education

All future job recruitments and educational admissions under SC quota will now follow this tiered system. Officials believe this ensures benefits are distributed fairly and proportionately.

Could Other States Follow Telangana?

Many experts believe Telanganaโ€™s initiative could inspire similar reforms across India. However, national adoption may involve further constitutional scrutiny. Still, this move presents a blueprint for more balanced policies in the future.
