White House Faces Scrutiny After Editing Biden’s Transcript; AP Acquires Email Detailing Stenographer Concerns

White House Transcript Alteration Sparks Debate Over Presidential Remarks on Trump Supporters

Washington, D.C. — Tensions rose within the White House this week as officials altered an official transcript of a call in which President Joe Biden appeared to disparage supporters of former President Donald Trump, a move that has raised concerns about protocol and transparency in preserving presidential records. According to two government officials and an internal email reviewed by the Associated Press, the change prompted objections from federal stenographers responsible for the accurate documentation of presidential communications.

The disputed remarks originated from a Tuesday video call, during which Biden addressed a group of Latino advocates following a Trump rally where comedian Tony Hinchcliffe described Puerto Rico as a “floating island of garbage.” Responding to the racially insensitive comment, Biden stated, “The only garbage I see floating out there is his supporters — his — his demonization of Latinos is unconscionable, and it’s un-American,” according to an initial transcript produced by the official White House stenographers.

However, the public transcript released by the White House press office reflected a subtle but critical alteration. The published text reads, “supporter’s” rather than “supporters,” suggesting that Biden’s comments were aimed specifically at Hinchcliffe, not Trump supporters at large. According to an internal email from the head of the White House stenography office, the press office made the change after “conferring with the president,” a move that was flagged as “a breach of protocol and spoliation of transcript integrity.”

“If there is a difference in interpretation, the Press Office may choose to withhold the transcript but cannot edit it independently,” the supervisor of the stenographers’ office wrote in the email, which was sent to senior officials including White House Communications Director Ben LaBolt and Press Secretary Karine Jean-Pierre. “Our Stenography Office transcript — released to our distro, which includes the National Archives — is now different than the version edited and released to the public by Press Office staff.”

White House senior deputy press secretary Andrew Bates later posted the edited quote on social media, asserting that Biden’s words were directed specifically at the language used during Trump’s rally, not at Trump’s supporters. The White House also moved to clarify Biden’s statement on social media, where Biden emphasized that his comments were aimed at the “hateful rhetoric about Puerto Rico” rather than at Trump supporters more broadly.

Nonetheless, the alteration spurred a wave of public reaction, with Trump campaign representatives and some Republican lawmakers seizing on the comments. Trump himself staged a photo op inside a garbage truck, responding to what his campaign described as Biden’s insult to his supporters. House Republicans, meanwhile, indicated they may seek an inquiry into the transcript issue, calling the White House’s actions “a potential violation of the Presidential Records Act.” House Republican Conference Chairwoman Elise Stefanik (R-N.Y.) and Oversight and Accountability Committee Chairman James Comer (R-Ky.) wrote a formal request to White House counsel Ed Siskel, urging the administration to retain relevant records and communications related to Biden’s remarks and the transcript release.

The internal email from the head of the stenographers’ office underscored the need for adherence to established protocols, noting that “Regardless of urgency, it is essential to our transcripts’ authenticity and legitimacy that we adhere to consistent protocol for requesting edits, approval, and release.”

The White House press office has not directly addressed the transcript alteration but maintains that the revised quote accurately represents Biden’s intended response.
