Digital Docs, Physical Blows: In Topsia Biker Slapped by Police Officer


Tensions boil over in Topsia

A new confrontation in the context of the authenticity of digital vehicle papers has again come to light in the Topsia area, where a Kolkata Police officer allegedly slapped a motorcyclist after a heated argument ensued between them on the issue of “digital vs. physical” papers.
The incident reportedly occurred when a biker was intercepted by traffic police for a routine check. Despite the fact that the rider was wearing a helmet and had all his papers in order, as verified through government-approved platforms such as DigiLocker or mParivahan, the officer asked for “hard copies” of the papers, leading to a heated argument and the officer physically assaulting the rider, which was caught on camera by onlookers.

This particular incident, however, brings to light a common point of friction between motorists and law enforcers in the city. Though the Union Ministry of Road Transport and Highways (MoRTH) has long prescribed that digital documents are as valid as their physical counterparts, the local authorities are often rigid.

  • Verification vs. Seizure: According to the Kolkata Police’s official guidelines, though digital apps are permitted for verification, there are demands for physical documentation if a “seizure” or “impounding” of a vehicle is involved, as most of the e-courts in the city are yet to be integrated for digital-only “seizure.”
  • The mParivahan Advantage: The latest directives from Lalbazar (the Kolkata Police Headquarters) have also emphasized that the mParivahan app is favored by the police authorities over DigiLocker, as it allows for “marking” of offenses electronically, eliminating the need for a “physical seizure” of papers.

The video of the Topsia incident has gone viral on social media, with citizens questioning why they are being penalized or harassed for following “Digital India” norms.

“If the government promotes paperless systems, why are we still being slapped for not carrying bags full of paper?” asked one local commuter.

mParivahan is highly recommended as it allows police to link offences to the digital ID without taking physical papers. Digilocker is legally valid as it is accepted for verification of DL and RC under IT Act/Motor Vehicles Act. Physical Papers is legacy requirement as currently still requested by some officers for on-spot physical impounding.

Kolkata Police has reportedly initiated an internal inquiry into the officer’s conduct. Motorists are advised to keep the mParivahan app updated to minimize such disputes during road checks.
