US Student Visas Drop Sharply for Indian Applicants in 2025

Sharp Decline in Visa Issuance Ahead of US Fall Semester

Between March and May 2025, the United States issued 9,906 F-1 academic visas to Indian students. This number is significantly lower than the 13,478 visas granted in 2024 and 14,987 in 2023 during the same period.

These three months are typically the most active for student visa processing, as Indian applicants prepare for the August-September Fall semester. However, this year has marked the lowest issuance since the Covid-19 pandemic.

Several students have missed university deadlines, citing appointment delays and last-minute cancellations by US consulates. Parents have expressed concern over financial losses due to non-refundable tuition deposits.

US Student Visas Hit by Vetting Pause and Stricter Review

The US student visas slowdown is directly linked to a pause in interview scheduling between May 27 and June 18. During this period, US embassies temporarily halted visa appointments to implement additional vetting measures.

Applicants were instructed to make their social media profiles publicly accessible. These new security protocols aim to flag potential risks using online behavior analysis. However, this step caused confusion, especially for students unfamiliar with such requirements.

Earlier this year, some student visas were revoked under revived policies linked to protest attendance or administrative violations. These enforcements echoed Trump-era visa crackdowns that emphasized national security over mobility.

Many students had to reschedule appointments or face travel disruptions, putting their university admissions at risk. Some have even filed legal cases seeking transparency in visa adjudications.

US Student Visas Still in Demand Despite Falling Numbers

Despite the decline, India remains the largest source of international students in the US. According to Open Doors 2024, Indian student enrollments outpaced Chinese enrollments for the first time last year.

Still, the sharp drop in US student visas this season could affect campus diversity. Universities in the US, especially those in STEM fields, depend heavily on Indian graduate students for research output and tuition revenues.

In 2023, over 103,000 Indian students received F-1 visas. That number fell to 64,008 in 2024, and current figures show another downward trend in 2025. Analysts attribute this to policy inconsistency, backlogs, and increased rejection rates.

A US Embassy spokesperson stated:

“We urge students to apply early. Visa adjudications are essential to our national security.”

Embassies have now resumed regular F-1 processing but warned that interview queues remain long due to backlog.

Visa Processing Challenges Raise Broader Questions

US colleges are beginning to voice concern about delays. Some institutions are offering hybrid start options, where students begin online and arrive mid-semester.

Agents assisting Indian students also report confusion over the I-20 document requirements, DS-160 form guidelines, and SEVIS ID issues. In many cases, students had to rebook biometric appointments or pay double processing fees.

Travel agents and education consultants recommend applying at least six months in advance. However, high demand and technical issues still affect appointment availability.

Meanwhile, some students are turning to Canada, Australia, and Germany, where visa systems offer greater clarity and timelines are more predictable.

Reform Needed to Rebuild Trust and Flow

The 2025 dip in US student visas reflects a broader shift in how students evaluate study destinations. Factors like processing speed, security vetting transparency, and policy stability now influence their decisions more than just academic rankings.

Unless the US addresses concerns around bureaucracy and communication, its dominance in global education could weaken. Indian students seek opportunity, not uncertainty. To retain their trust, the system must balance vigilance with efficiency.
