Celebi Aviation Takes Indian Government to Court

Turkish ground-handling company Celebi Aviation has moved the Delhi High Court to challenge the Indian government’s recent decision to revoke its security clearance. The firm argues that the cancellation order was issued without valid reasons and could result in the loss of thousands of Indian jobs while damaging foreign investor confidence.

Why Was Celebi’s Clearance Revoked?

On May 15, the Bureau of Civil Aviation Security (BCAS) withdrew Celebi Aviation’s security permissions, effectively stopping the company’s operations at nine major Indian airports, including those in Delhi, Mumbai, Hyderabad, and Bengaluru. This move came in the backdrop of escalating diplomatic tensions between India and Pakistan, with Turkey’s vocal support for Pakistan drawing criticism from Indian political circles and the public.

While the government cited “national security” concerns, the official notification did not specify any concrete reasons for the revocation.

Celebi’s Argument: “Decision is Arbitrary and Unjust”

In its petition, Celebi claims the Indian authorities acted arbitrarily. The company clarified that while it is headquartered in Turkey, it operates in India through a fully Indian-registered subsidiary, which has complied with all security norms since 2009. Celebi also pointed out that its ownership includes shareholders beyond Turkish entities and insisted that it underwent all necessary clearances and audits before being allowed to operate in India.

The firm stressed that the abrupt withdrawal of clearance has jeopardized the livelihoods of nearly 7,800 employees and disrupted key airport services.

Government and Industry Response

India’s Civil Aviation Minister, Murlidhar Mohol, confirmed the revocation, stating that it was in response to public sentiment and widespread demands to sever business ties with companies linked to nations opposing India’s interests.

Following the order, Delhi International Airport Limited (DIAL) announced the termination of its ground-handling contract with Celebi.

Additionally, reports have surfaced that Air India has been lobbying against a leasing deal between its competitor IndiGo and Turkish Airlines, underscoring how geopolitical tensions are influencing aviation business decisions.

Celebi Aviation’s Indian operations are crucial to its global business, accounting for a significant portion of its revenues. The company handles thousands of flights and massive cargo volumes annually across India. With India being a key market, the cancellation poses a serious financial and operational setback for the Turkish firm.
