India and the United States are negotiating a Bilateral Trade Agreement under ‘Mission 500’

India and the United States are currently negotiating a Bilateral Trade Agreement (BTA) as part of ‘Mission 500,’ aiming to increase bilateral trade to $500 billion by 2030. In 2023, trade between the two nations was approximately $190.08 billion. The BTA discussions began during Prime Minister Narendra Modi’s visit to the U.S. in February, with both countries seeking a “fair, balanced, and equitable trade deal” to be finalized by fall 2025.

The urgency for this agreement has intensified following U.S. President Donald Trump’s recent announcement of “reciprocal tariffs” on several nations, including India. These tariffs comprise a base rate of 10% effective April 5, with additional country-specific tariffs set for April 9. The Indian government believes that securing the BTA could provide a “first-mover advantage,” potentially shielding its economy from these tariffs. Officials have indicated that in the U.S. The President has the authority to exempt India from these tariffs under Section 4C of the executive order.

However, domestic challenges have emerged, particularly concerning electric vehicle (EV) tariffs. India plans to lower import tariffs on EVs to facilitate the trade deal, a move that has faced opposition from local automakers. These manufacturers prefer a phased reduction by 2029 to protect their investments in local EV production. Despite this, the Indian government aims for significant tariff cuts in the initial phase of the BTA negotiations to resolve trade tensions with the U.S.

Experts have expressed concerns about the potential impact of the BTA on various sectors. Ajay Srivastava, head of the think tank Global Trade Research Initiative, warned that proposed changes in areas like agriculture and digital governance could pose risks to India’s small farmers and digital future. Conversely, some analysts believe that the current trade tensions could prompt U.S. companies to diversify supply chains, presenting opportunities for India, especially in electronics and textiles. 

In summary, while the BTA holds the promise of strengthening India-U.S. trade relations and mitigating tariff impacts, it also necessitates careful navigation of domestic interests and sectoral vulnerabilities.
