Bengaluru Police Commissioner Served ‘Conditional Summons’ by NHRC Over Inaction in Student Suicide Case
The National Human Rights Commission (NHRC) has issued a ‘conditional summons’ to Bengaluru Police Commissioner IPS B. Dayananda for failing to submit an action report regarding the tragic suicide of Nikhil, a student from AMC College. The summons, served on October 1st, 2024, requires the Commissioner to appear before the Commission on November 18th, 2024, unless the action report is submitted at least two weeks prior to the hearing.
The case dates back to January 2024, when the All India Students’ Union (AISU) filed a complaint with the NHRC following an investigative report by NewsTapOne.com. The report revealed that Nikhil had taken his own life, allegedly due to persistent harassment by the Dean and other college authorities. The report also highlighted serious lapses by the police in investigating the matter. Despite multiple reminders, the Bengaluru Police Commissioner failed to furnish the requested action report to the NHRC, prompting the Commission to issue the conditional summons.
According to the NHRC’s conditions, IPS B. Dayananda can avoid appearing in person if he submits the action report before the stipulated deadline. However, failure to do so could result in further legal action.
M. Sai Krishna, National Vice President of the All India Students’ UnionWe strongly urge the Commissioner of Bengaluru to take immediate and decisive action regarding the tragic death of Nikhil. It has been 8 months with no significant progress, and those responsible must be held accountable. We request a thorough, transparent, and expedited investigation to ensure justice is served. Swift action is crucial to restore public trust in the system.
We are fighting for every such case of student harassment that has led to the loss of young lives. The Police Commissioner has disrespected the NHRC by failing to investigate and submit the required report. According to media reports, Nikhil was harassed for more than a month by the Dean and other college authorities. We urge and request the Police Commissioner to not further delay the probe into this case

The death of Nikhil has triggered widespread outrage across student communities, with calls for greater accountability from college administrations and law enforcement. The case has also reignited discussions on student rights and the responsibilities of educational institutions in preventing harassment and safeguarding mental health.
As the November 18th deadline approaches, all eyes are on the Bengaluru Police Commissioner to see if he will comply with the NHRC’s summons and take the necessary steps to bring justice in Nikhil’s case.
