Parag Jain appointed as RAW’s new chief; the ‘super sleuth’ behind precision strikes in Operation Sindoor

The central government on Saturday named Parag Jain, a 1989-batch IPS officer from the Punjab cadre, as the new chief of the Research & Analysis Wing (RAW). He will succeed Ravi Sinha, whose term ends on June 30. Jain will officially take charge on July 1, 2025, for a fixed tenure of two years, according to an ANI report.

Who is Parag Jain?
Jain currently leads the Aviation Research Centre, which was instrumental in gathering intelligence on Pakistani forces during ‘Operation Sindoor’. He has previously served as the Senior Superintendent of Police (SSP) in Chandigarh and Deputy Inspector General (DIG) in Ludhiana, according to a report by Hindustan Times. His international postings include stints in Canada and Sri Lanka, where he represented India on intelligence matters.

During his time in Canada, Jain actively countered the Khalistan movement, repeatedly alerting Delhi about the growing threat it posed, the report added.

He also served in Jammu and Kashmir during some of the region’s most volatile periods, including the abrogation of Article 370 and Operation Balakot. His work significantly contributed to the Centre’s counter-terrorism efforts in the Union Territory.

A report by India Today highlights Jain’s reputation in intelligence circles as a ‘super sleuth’, known for blending human intelligence (HUMINT) with technical intelligence (TECHINT)—a combination considered vital for many high-level covert missions.

According to Hindustan Times, Jain was actively involved in operations during the peak of terrorism in Punjab, particularly during his postings in Bhatinda, Mansa, and Hoshiarpur.

Pivotal Role in Operation Sindoor
One of Jain’s most widely praised achievements came during Operation Sindoor, where intelligence gathered under his direction enabled precise missile strikes on terror camps in Pakistan and Pakistan-occupied Kashmir. Insiders credit years of groundwork and a robust intelligence network for the mission’s success. His deep operational experience in Jammu and Kashmir further contributed to the accuracy and effectiveness of the operation.

Described by colleagues as meticulous and discreet, Jain has held multiple high-stakes roles throughout his career. On January 1, 2021, he was promoted to the rank of Director General of Police (DGP) in Punjab, though he was on central deputation at the time and received only notional benefits. He has also been empanelled for posts equivalent to a central DGP, reinforcing his suitability for national-level intelligence leadership.

His appointment, cleared by the Appointments Committee of the Cabinet on June 28, ends speculation over who would succeed Ravi Sinha, whose relatively low-profile term at the helm of RAW now concludes.
