BPSC Mains: SC declines to stay exam scheduled on April 25

The Supreme Court on Wednesday, April 23, declined to stay the upcoming Bihar Public Service Commission (BPSC) mains examination scheduled for April 25. The apex court rejected pleas alleging paper leak during a preliminary test on December 13 last year.
A bench consisting of Justices Dipankar Datta and Manmohan has ruled against a group of petitions seeking the cancellation of the 70th BPSC Combined Competitive Preliminary Exams. The bench cited insufficient evidence to justify a re-test for all candidates.
The alleged evidence of leaked exams
The petitioners, including the Anand Legal Aid Forum Trust, had submitted complaints regarding alleged irregularities in the examination process. They also requested the establishment of a special board to conduct an investigation into the matter.
Senior Advocate Anjana Prakash, representing the petitioners, presented arguments that digital evidence, including WhatsApp messages and video clips, suggests that the question papers were compromised prior to the examination.
One such video allegedly showed answers being announced via loudspeakers at an examination centre, she added.
The apex court issued this in response to appeals challenging a Patna High Court decision that had previously dismissed petitions alleging widespread irregularities during the BPSC examination. The High Court had determined that there was insufficient evidence of misconduct across multiple exam centres. They allowed the Bihar Public Service Commission (BPSC) to proceed with the mains examination.
Now, the BPSC main examination will be held as per the original schedule.
Justice Manmohan observed the alleged leak occurred only after the candidates had already entered the exam halls. โEven if these claims are to be taken at face value, they donโt indicate a systemic failure across centres,โ he said.
He continued, further pointing out that โEveryone is playing with the insecurities of each other.โ He said it was unfortunate that no competitive examinations in the recent times reach their conclusion without such controversies.
The official schedule
As per the official schedule, the Integrated CCE 70th Mains exam will be conducted on 25, 26, 28, 29 and 30-04-2025.
