Walking your dog without a leash in Delhi could soon come with a much heavier price tag. A proposed revision to the Delhi Municipal Corporation (DMC) Act, 1957, seeks to sharply increase fines for civic violations, including a steep jump in penalties for irresponsible pet ownership.

Under the proposed changes linked to the Jan Vishwas (Amendment of Provisions) Bill, 2026, the fine for letting a pet dog roam without a leash in public places may increase from just ₹50 to ₹1,000. The move is part of a broader effort to modernise outdated civic laws and improve compliance in the capital.

Stronger Fines, Faster Enforcement

Officials say the current penalties are too low to act as a deterrent. The revision aims to enforce discipline by increasing fines across multiple categories:

• Unleashed pet dogs: up to ₹1,000
• Stray cattle on roads: up to ₹1,000
• Garbage and sanitation violations: up to ₹500
• General civic offences: up to ₹500

Alongside higher fines, the proposal also focuses on faster resolution of cases. Minor offences would be handled by municipal officers instead of courts, with decisions expected within six months and an appeal window of 30 days.

Why the Focus on Pet Rules?

The leash rule is tied to growing concerns over public safety and hygiene. Delhi has seen repeated complaints about dog bites, stray interactions, and lack of control over pets in public spaces.
