Fear Gripped Haldwani Now Eases As ITI Gang Brought Down

On August 22, 2025, Haldwani police secured a major victory against organized crime by arresting Devendra Singh Bisht, the notorious leader of the ITI Gang, along with three other members, Aditya Negi, Devendra Singh Bora, and Naveen Singh Mehra. The arrests followed an FIR filed on August 21 under the stringent Gangster Act. Authorities confirmed that these men have terrorized local communities through extortion, armed assaults, open firing, and looting. Police apprehended the suspects near Sheetal Hotel in TP Nagar, marking a turning point in the regionโs crime control efforts.
Crime Spanning Intimidation and Violence
Known for operating out of ITI Colony, hence the gangโs name, members of this network often roamed Haldwani with brazen confidence. Their attacks included targeting local businesses, intimidating residents, and carrying out violent crimes with impunity. Their methods were not subtle. Residents and shopkeepers regularly reported intimidation, extortion, and physical threats. If someone refused to comply, the retaliation was often brutal. The gang carried out beatings in broad daylight and targeted property damage, ensuring that victims had no option but silence and obedience.
What made the situation worse was how the gang embedded itself into everyday life. Locals could not ignore their presence, as members often moved around openly, flaunting weapons and influence. The intimidation did not stop at individuals; even small businesses faced constant demands for protection money. Many residents admitted privately that they feared even mentioning the gangโs name in public.
This crackdown brings hope that those days might be ending. Investigators believe dismantling this gang will serve as a deterrent to other violent factions seeking to exploit civic inaction.
Leaders Don’t Stand Beyond the Law
Senior police officials, SP City Prakash Chand and SSP Prahlad Narayan Meena, made it clear that no criminal, no matter how embedded or powerful, will find refuge in Haldwani.
The arrest of Devendra Singh Bisht and his close associates proves an important point: no gang leader, no matter how feared or politically connected, stands beyond the law. For too long, figures like Bisht operated with an aura of invincibility, giving people the impression that the police would never touch them. By finally booking him under the Gangster Act, authorities have drawn a firm line. They have shown that leadership in crime does not translate into immunity.
This message carries weight not only for the ITI Gang but also for other groups attempting to build influence in Uttarakhand. The crackdown signals that the state intends to confront organized crime with more consistency and force. It also reassures the public that authorities take their complaints seriously. While fear once silenced many, the latest arrests remind the city that the law will eventually hold criminal leaders accountable, no matter how high they climb.
