Odisha Student Harassment Complaint Ignored by Officials

On July 12, a 20-year-old B.Ed student at Fakir Mohan (Autonomous) College in Balasore attempted suicide on campus. She poured petrol over herself and set herself ablaze in front of her classmates. Her condition remains critical at AIIMS Bhubaneswar, where doctors are treating her for 90–95% burn injuries.

According to family and peers, the student faced constant harassment from her department head, Samir Kumar Sahu. He allegedly demanded sexual favours and threatened to fail her if she refused. Despite repeated complaints, no action was taken.

Odisha Student Harassment Reports Submitted Before Tragedy

The victim submitted a formal written complaint to the Internal Complaints Committee (ICC) on June 30. She followed it up with a police complaint on July 1. In both, she detailed how the professor blackmailed her using her academic performance.

On July 10, she posted on social media that she would take her own life if authorities failed to respond. Her warning, however, went unanswered.

When the student approached the college principal on July 12, she received no help. Minutes later, she committed the act that shocked the state.

Political Leaders React to Odisha Student Harassment Tragedy

Chief Minister Mohan Charan Majhi visited the victim at AIIMS Bhubaneswar. He promised full medical support and a fair investigation. He said the case would be handled with urgency.

Police arrested the accused professor under IPC Section 354 (assault or criminal force to woman with intent to outrage her modesty), Section 306 (abetment of suicide), and POCSO provisions. The college principal was suspended the same day for administrative negligence.

Opposition leader Naveen Patnaik called the incident a result of systemic failure. He urged the Governor to intervene and supervise the investigation independently. Meanwhile, the BJD and Congress parties staged protests in Bhubaneswar and Balasore.

Odisha Student Harassment Sparks Institutional Review

The Odisha government formed a three-member inquiry panel. The team includes the Director of Higher Education, a senior woman academician, and a joint secretary from the Women and Child Development Department. They visited the campus on July 13.

Their goals include:

• Examining ICC responses to complaints
• Reviewing timelines and staff conduct
• Evaluating the principal’s actions and failures
• Recommending changes in grievance redressal mechanisms

Their report will be submitted within seven days.

The National Commission for Women also issued a statement, urging state authorities to submit a detailed action-taken report. It demanded justice in a time-bound manner.

Odisha Student Harassment Case Raises National Questions

This case has become a flashpoint for debates on college safety and gender justice. Student groups across India voiced their support. Activists argued that institutional silence remains one of the biggest obstacles in preventing such crimes.

Many students at Fakir Mohan College shared stories of similar intimidation and unaddressed complaints. They now demand structural reforms, including regular audits of ICC performance and student counselling services.

Legal experts say college-level ICCs often lack training and accountability. In many cases, they fail to act independently, especially when complaints involve senior faculty.

Odisha Student Harassment Demands Long-Term Reforms

Authorities must treat this incident as a turning point. It exposes how dangerous silence and delays can be when students seek help. While legal provisions exist, enforcement and awareness remain weak.

The government must ensure:

• Immediate protection for whistleblowers
• Transparency in internal investigations
• Mandatory sensitization training for college staff
• Student-friendly reporting tools

Unless robust reforms follow, such tragedies may continue across the country.
