Bihar Liquor Violation Exposes Officerโ€™s Disregard for Law

A serious Bihar liquor violation unfolded on July 11 in Supaul district. District Fisheries Officer Shambhu Kumar attended a state-level event while intoxicated. The event, held to observe National Fish Farmers Day, was attended by Minister Neeraj Kumar Singh and District Magistrate Sawan Kumar.

Kumar reportedly slurred his words and stumbled through his remarks. Senior officials noticed these alarming signs and immediately intervened. The District Magistrate asked the officer to leave the venue and called the Excise Department.

This public misconduct occurred in a state where the sale and consumption of alcohol are completely banned under the Bihar Prohibition and Excise Act.

Bihar Liquor Violation Confirmed Through On-Spot Testing

Excise Inspector Ashok Kumar conducted a breath analyser test at the Circuit House. The test detected 10 milligrams of alcohol per 100 millilitres of blood. This result led to the officer’s arrest under Biharโ€™s strict prohibition laws.

Officials wasted no time in taking action. They arrested the officer on the spot and began formal procedures for departmental review. The case is now being treated as a serious breach of conduct by a senior government employee.

Ironically, this incident occurred on Kumarโ€™s final day in Supaul. He had been slated to report to a new district on July 12.

Repeated Misconduct and Denial of Alcohol Use

This was not the officerโ€™s first violation. In March 2024, Kumar faced a similar situation at Bhimnagar checkpost, where a test also confirmed alcohol consumption. As a first-time offender, he was fined between โ‚น2,000 and โ‚น5,000 by the court.

Despite the evidence, Kumar maintained his innocence both times. He attributed the positive breathalyser results to homeopathic medicine, which he claimed had alcohol content. Authorities, however, rejected this defense, stating that his behaviour clearly contradicted his explanation.

Senior officials expressed concern over repeated misconduct from someone in a responsible position.

Government Response and Public Reaction

The incident quickly drew sharp criticism from the public and political circles. Citizens across Bihar questioned whether liquor laws are enforced equally across ranks. In a dry state, a senior officer being arrested for public intoxication raised concerns about internal monitoring.

The Bihar government responded by initiating a departmental inquiry. Sources suggest that Kumar could face suspension or further penalties depending on the findings.

Political observers argue that such incidents harm the credibility of prohibition laws. Opposition leaders have also demanded stricter vigilance among government employees.

Bihar Liquor Violation Highlights Policy Enforcement Challenges

Since the implementation of prohibition in 2016, Bihar has made thousands of arrests. However, critics argue that political influence often shields officials from accountability.

In this case, however, the prompt arrest demonstrated strong administrative resolve. The District Magistrateโ€™s immediate action sets a firm example for other officials. By arresting a senior officer in front of colleagues, the administration conveyed that no one is above the law.

Legal experts say the arrest was justified and in accordance with the Bihar Excise Act. The law clearly prohibits alcohol consumption, even in private, especially for those holding public office.

The Bihar liquor violation in Supaul highlights the need for continued vigilance and accountability. While the officer awaits legal proceedings, his arrest has already stirred a broader conversation on internal discipline.
