Bengal Tightens Top-Level Promotions: CM Approval Required for Senior Officers

A new administrative development in West Bengal has put the Chief Minister’s approval at the centre of promotions to some of the state’s highest-ranking bureaucratic posts. A notification listed on the West Bengal government’s Personnel & Administrative Reforms Department website on August 13 seeks the approval of the Chief Minister for the promotion of senior officers to posts carrying Pay Level-22 and above under the West Bengal Services (Revision of Pay and Allowance) Rules, 2019.

The notification applies specifically to senior officers being considered for positions at Pay Level-22 and above, placing the Chief Minister’s approval in the process for these high-level promotions. The official document does not, however, state that every promotion of every West Bengal government employee requires the Chief Minister’s personal approval.

The development comes as the state government continues to make changes in its administrative structure and senior-level postings. The PAR department’s current records also list several recent appointments, transfers and postings involving IAS and WBCS (Executive) officers, including the appointment of six IAS officers on transfer and the posting of 74 WBCS (Executive) officers as District Magistrates and Deputy Commissioners.

The latest notification is therefore significant primarily for the top levels of the state bureaucracy, rather than representing a blanket change in promotion rules for all government employees.

West Bengal has also undertaken broader changes to promotion structures in recent months. In February, the state Cabinet approved changes to promotion rules across state government cadres, with the stated objective of addressing career progression and administrative requirements.

The state government had earlier approved the creation of additional posts across different state services, partly to improve promotional avenues for officers and address shortages at the administrative level.

The latest August 13 notification adds another layer to that process by specifically recording the requirement for the Chief Minister’s approval for promotions to posts carrying Pay Level-22 and above.

The move is likely to attract attention because promotions and postings at the senior bureaucratic level can have a direct bearing on the state’s administrative structure. However, the official notification currently available from the government establishes the requirement only for the specified senior-level promotions.

For other categories of state government employees, promotion and transfer procedures continue to be governed by the applicable service rules and departmental orders. The latest government record should therefore be read as a measure concerning senior officers and top-level posts, rather than a rule requiring the Chief Minister’s approval for every promotion across the state government.
