The tourist, named Rachana, was travelling with friends in a hired car. They were heading from Jalpaiguri to Lava.

Stop at Chalsa Checkpoint

Rachana stated that police stopped their vehicle at the Chalsa checkpoint. According to her, officers did not mention any violation. She said the driver paid ₹100 in cash. The police then allowed the vehicle to proceed.

Police Stop While Entering Lava

Rachana stated that another incident occurred while entering Lava. She said a police officer stopped their car on the roadside. She claimed there was no official checkpost at that location.

In the video, she identified the officer as Pransenjit Mandal.

Claim Related to Music and Fine

According to Rachana, the officer said it was illegal to play loud music. He informed them that a ₹500 fine would be imposed. She stated that only normal car music was playing.

She also said there was no DJ or external sound system.

Payment Mentioned in Video

Rachana stated that she and her friends questioned the fine. They cited provisions of the Motor Vehicles Act. She said the officer then asked them to pay ₹200.

According to her statement, the group paid the amount.

Officer’s Remarks Cited in Complaint

In the same video, Rachana said the officer made remarks about law students and journalists. She stated that he told them to “first get a government job and then talk.”

She also said the officer mentioned that they did not have an “RTO authorization letter.” He told them he could still fine them.

The video related to the Kalimpong police corruption case has circulated on social media platforms. Many users have shared the clip.

So far, the Kalimpong district administration and West Bengal Police have not issued any statement. Authorities have also not confirmed whether they have started an inquiry.
