“Bengal Seeks Flood Justice”

Highlighting the state’s critical stake in transboundary water management, West Bengal CM Mamata Banerjee has urged the centre to ensure that Bengal finds a direct seat at the table in the proposed Indo-Bhutan River Commission. The CM stressed that West Bengal’s geography makes it one of the most affected regions in Indo-Bhutan river flows, speaking at Nabanna. She added that especially during the monsoon months when floods and erosion cause recurring damage in districts like Jalpaiguri, Cooch Behar and Alipurduar. Between India and Bhutan currently, water-sharing and flood management discussions are conducted at the central level, leaving state governments dependent on federal mediation. The Chief Minister said that having direct representation from West Bengal on the commission would provide valuable local knowledge, a better understanding of the situation on the ground, and help decisions be made more quickly. She said,”Bengal suffer every year from flooding and riverbank erosion caused by shared rivers. We can’t just stand by and watch while while others make the decisions. Our state needs to be officially included as a member of the Indo-Bhutan River Commission”. Political anaysts believe this step could complicate the existing federal discussions between the Centre and the states, since river commissions are usually controlled by central authorities. The Indo-Bhutan River Commission if accepted would mark the first time a state government becomes a direct member of a bilateral body between India and a neighbouring country.
