Transfer Relief for Bengal Govt Employees!

West Bengal government employees subject to transfers will now have access to a revised financial benefit to help meet relocation costs. The state has introduced a Composite Transfer and Packing Grant, replacing the earlier system of separate transfer grants and packing allowances.
The new arrangement provides a lump-sum payment of up to ₹50,000 or 80% of an employee’s Basic Pay, whichever is lower. Employees will not have to submit receipts or vouchers to claim the grant, according to the new Finance Department provisions.
The benefit applies to transfers that involve a change of residence. Employees transferred to a new station located 30 kilometres or more from their previous station will be eligible for the full admissible amount. Transfers involving less than 30 kilometres will attract one-third of the admissible grant, subject to the applicable conditions.
The revised system is intended to make relocation assistance simpler. Employees will no longer have to account separately for packing and transfer-related expenses through individual bills. The grant is also not linked to the quantity of personal belongings moved.
The provisions offer some flexibility for families as well. An employee can remain eligible even if personal belongings are shifted before the family moves to the new location.
The change also extends to employees retiring from government service. Those who retire and settle in a new location can receive the grant under the prescribed conditions. A settlement at a location 30 kilometres or more from the last place of duty qualifies for the full admissible amount, while a move within 30 kilometres attracts one-third of the grant.
The revised provisions apply to employees who joined their new place of posting on or after June 1, 2026. The retirement-related provisions apply to employees retiring on or after May 31, 2026.
The Cabinet approved the proposal on August 19, while the Finance Department subsequently issued Memo No. 3205-F(P1) dated August 27, modifying the earlier rules governing transfer grants and packing allowances.
Chief Minister Suvendu Adhikari announced the decision on Friday, describing it as a measure aimed at providing financial relief to state employees. He said the government remains committed to the welfare and well-being of employees serving the state.
The change comes with a practical significance for employees whose postings require them to relocate. A transfer can mean moving household belongings, arranging transport and establishing a new residence, often within a short period. The new lump-sum system offers a fixed amount without requiring employees to produce bills for each expense.
The ₹50,000 ceiling, however, means the actual benefit will vary according to Basic Pay. An employee drawing a Basic Pay of ₹50,000, for instance, would be eligible for ₹40,000 under the 80% formula. An employee with a Basic Pay of ₹70,000 would remain subject to the ₹50,000 maximum.
The revised system therefore does not promise to cover every relocation expense. Its principal change is the way assistance is calculated and claimed: a defined ceiling, a simpler formula and no requirement to submit individual receipts.
For employees being moved to new postings, the policy could reduce some of the uncertainty that comes with relocation. The broader question will be whether the revised ceiling remains adequate as household moving and transportation costs continue to rise.
It seems that West Bengal has replaced a decades-old system with a more consolidated framework. The real test will be whether the new grant makes transfers financially easier for the employees who have to uproot their homes whenever duty calls.
