UNSC Report Blames TRF for Pahalgam Attack, Strengthens India’s Case Against Pakistan-Based Terror Groups

New Delhi | July 30, 2025 — In a major diplomatic win for India, the United Nations Security Council has officially named The Resistance Front (TRF), a proxy of Lashkar-e-Tayyiba (LeT), in its latest sanctions report, directly linking it to the April 22 Pahalgam terror attack that killed 26 people.The UN Monitoring Team’s report submitted to the 1267 Sanctions Committee not only confirms TRF’s involvement but also highlights the terror outfit’s operational and ideological connections to Pakistan-based LeT. The report cited TRF’s multiple public claims of responsibility, including the publication of a photograph from the attack site.

Clear Links, Global Validation

According to government sources, the section on South Asia devotes significant space to the Pahalgam incident, aligning with India’s long-standing assertion that TRF is a front for LeT, operating with support from Pakistan. This is the first time since 2019 that LeT has been named in such a UN report.

The document reveals that TRF initially took credit for the April 22 attack, reiterating the claim the next day before retracting it on April 26. The lack of follow-up statements or alternative claims from other groups further underscores TRF’s role.

Global Diplomatic Momentum for India

Indian diplomatic missions across key capitals reportedly provided detailed dossiers and briefed UN officials since late 2023. In May 2024, an MEA-led team met senior UN personnel in New York and presented intelligence on TRF’s ties to LeT, bolstering India’s case. Sustained lobbying by Indian missions and parliamentary delegations was pivotal in shaping the report’s outcome.

The report’s acceptance marks a consensus-based acknowledgement among UNSC members, which experts say is a blow to Pakistan’s strategy of “plausible deniability” where militant groups are disguised under seemingly secular banners to mask state sponsorship.

U.S. Support Strengthens India’s Narrative

Earlier in July, the United States designated TRF as a Foreign Terrorist Organisation (FTO) and a Specially Designated Global Terrorist (SDGT), citing its role in the Pahalgam strike. U.S. officials noted that the action aligns with their broader commitment to counter-terrorism and international justice.

TRF, formed in 2019 and banned in India since 2023, is known for recruiting youth via online propaganda, facilitating infiltration from Pakistan, and orchestrating attacks against civilians and security forces in Jammu and Kashmir. Its commander, Sheikh Sajjad Gul, remains listed under India’s Unlawful Activities (Prevention) Act.
